Flock cameras represent a growing surveillance state that treats every citizen as a potential suspect. Constantly tracking the movements of law-abiding Americans undermines the principles of privacy, limited government, and the constitutional protections that safeguard individual liberty.

Every American has a fundamental interest in privacy and the freedom to move about their community without being continuously tracked by the government. Constitutional protections, including the First, Fourth, and Fourteenth Amendments, have long been understood to safeguard personal liberty, freedom from unreasonable government intrusion, and due process. These principles require the government to limit surveillance of law-abiding citizens and to obtain individualized suspicion or appropriate legal authorization before monitoring people's movements.

Flock Safety cameras create a network capable of recording and storing the locations of millions of vehicles, including those belonging to people who are not suspected of any crime. This shifts the relationship between citizens and government by normalizing mass surveillance rather than targeted investigations. Once such systems are established, they can be expanded, retained for longer periods, shared among agencies, or used for purposes beyond their original intent.

Protecting public safety and protecting constitutional freedoms are not mutually exclusive. Americans should not have to choose between security and privacy. Law enforcement can use targeted investigative tools to pursue criminals while respecting the rights of innocent citizens. Preserving the privacy of law-abiding Americans is essential to maintaining the limited government, individual liberty, and constitutional principles that define the United States.
